A very common practice in many Birthday Parties nowadays, is the inclusion of water balloon fights or customized games including wholesale water balloons. Providing that it is summer time where you live, or the conditions are such that getting the children wet won't cause them to catch a cold, it is a very successful addition to any --children oriented-- party or celebration.
Manufacturers sell bags of wholesale balloons that are specially made to be filled up with water. These balloons are usually smaller and thinner than the regular most common ones. They expand with the water pressure and get thin enough that can pop on impact with a harder surface.
Children love to inflate them with water and to chase each other throwing balloons and getting wet and cooled off in the process. They are harmless and it is unlikely that they can cause bruises or serious damage, but it is always best to avoid aiming at the face of head.
